Before the work session on Sept. 9, Montgomery County planning director (identified in the meeting as Miss Hopkins) disclosed a potential perceived conflict of interest tied to a separate lease agreement involving her husband and a landowner with properties related to a Black Diamond Resources special-use permit application (SUP26-8).
