County and city staff presented unanimous recommendations from a 26‑member working group convened for a three‑day summit, aimed at reducing homicides and shootings. The group recommended a focused‑deterrence model — sometimes called group violence intervention — that combines direct outreach, immediate offers of services and targeted accountability for those who continue to engage in shootings. "Our mission is to save lives in Durham by reducing homicides, non fatal shootings, and hospitalizations due to shootings by 10 percent each year," the working group stated as a shared goal.
