Pasco commissioners continue Chancey/US‑301 comprehensive plan amendment amid traffic concerns

Staff presented P46, a comprehensive plan map amendment to change a portion of a roughly 18.6‑acre parcel from RES‑9 to RES‑24 to allow higher density residential development. Staff said the site sits in the airport influence area and that subsequent rezoning, site plans and height reviews would have to meet airport and land‑development code standards. The presentation included comparisons of existing nearby mobile‑home densities and the proposed project density.

Members of the public expressed concern that adding multifamily units at the proposed intensity would place more vehicles onto narrow two‑lane roads, worsening congestion and safety on Chancey Road and US‑301. Cindy Buckle, a nearby resident, told the board: "Adding any more traffic to Chancey Road or 301... it needed to be put there for the mobile home park on 301... 301, it literally is backed up past the Hillsborough County line. It’s dangerous." The applicant, Shelly Johnson, described improvements the developer will build, including upgrades to Crystal Springs Boulevard, multiuse paths and shared access with adjacent developments. Because the full board was not present and the applicant requested time to consider minor plan adjustments and re‑advertising, the board voted to continue P46 to the October meeting for additional review and re‑notice.
