Town Manager Suzanne Harvey told the Council the town’s procurement code has not been updated in years and that the current $10,000 RFP trigger is outdated. She recommended replacing RFP requirements for modest projects with a three-quote standard and asked that the code be amended to allow the Town Manager to approve emergency expenditures up to $35,000.
