Olmsted County Elections detailed procedures for handling returned ballots: at least two staff handle ballots on receipt, the absentee ballot board (staff and election judges) examines each ballot for one-per-voter, signatures and tampering, and accepted ballots are entered into the statewide voter registration system with daily reconciliation.
