Republican counsel: missing declaration forms mean four candidates aren’t valid
Republican counsel and some board members argued the four individuals did not submit required declaration forms and so there was no statutory vacancy to fill; they urged that the ballots as prepared are valid and the proper route for any complaint is the court.

Republican counsel Eli Wach and supporting board members told the St. Joseph County Election Board that the central issue is whether required declaration paperwork (CAN 31) was filed. Counsel said the board previously determined those filings were not made and that without the required forms the candidates cannot be treated as valid nominees for ballot placement.
