Council directed Mayor Stevenson, Councilman Landreth and Administrator Wagner to draft a one-page policy addressing unauthorized fire-hydrant use and water theft, then submit it to town attorney Winfrey for review and present to council in October. The policy should be concise, give staff enforcement authority for minor first offenses and include escalating penalties for repeat incidents.
