During public comments, Chris Miller introduced himself as a construction and project manager for Hill International and said the firm is celebrating its 50ᵗʰ anniversary this year. He told the Commission that Hill International does a substantial amount of bridge work and often serves as owner representative, primarily on the Delaware side.
