City consultants presented a preliminary billing audit and staff performance review of the city's exclusive solid‑waste franchise, raising questions about both service performance and billing accuracy. Staff reviewed bulky‑item pickups, container graffiti response, and bus shelter collection using CRM and Republic call logs and found gaps in the response and tracking process; MSW Consultants reported several billing discrepancies across a 28‑month audit window (08/01/2023–12/31/2025) including waivered accounts charged full three‑service rates, charges for extra organics carts that do not exist, late fees not authorized by the franchise agreement, and an unclear 'extra yards' rate overlapping an overage charge.
