Commission leans toward district‑based PUD requirement rather than NRO trigger

Jun 17, 2026

After debate, the planning commission signaled a preference for requiring planned unit development (PUD) review based on district purpose (option b) rather than tying PUD requirement to mapped natural resource overlay (NRO) features; commissioners said the district‑based approach better matches the stated goals of PUDs and avoids arbitrary outcomes across similar parcels.

The full story

Staff outlined two approaches for when a PUD should be required for a major subdivision: (a) require PUD only when multiple criteria are present, including mapped natural resource overlay (NRO) features, or (b) require PUD primarily based on the zoning district (the staff recommendation). The staff member cautioned that using NRO maps as the trigger could make two similar major subdivisions subject to different review requirements solely because of a mapped resource on one parcel: "A map resource occupying a limited portion of a parcel could determine whether the entire subdivision is subject to PUD review."
