Chris Carboll, principal with Atlantic Group and Associates, presented a proposal to change the undeveloped portion of the Duncan Manor subdivision and an adjacent Hopkins Farm site, asking the town to consider extending municipal water service to support new housing. He said the overall plan would include 52 single-family lots and one commercial pad on the southern portion of Duncan Manor, 140 multifamily units on the northern portion, and 61 single-family lots plus one commercial pad on the Hopkins property — "a total of 253 residential units and 2 commercial pad sites to be retained."
