The Midway City Planning Commission voted to recommend a Legislative Development Agreement (LDA) for 41 West Main that, if approved by council, would allow an existing commercial building’s unfinished lower level to be completed as six deed‑restricted workforce units. Staff characterized the central concession as an increase in density — "It's it's basically adding 5 extra density, units on on the property," staff said — and listed incentives the city could offer to make the project financially viable, including fee waivers and assignment of a municipal & industrial (M&I) water lease.
