Councilor Lessard pressed city staff on how a $20,000 parking write-up was applied against a parking-garage stabilization payment, saying the write-up should contribute to monthly revenue that counts toward a 90% net operating income threshold. "I don't look at saving the taxpayer money as cheating the system," Lessard said, arguing that buying more free parking to reach the threshold could be fiscally responsible if it prevented a larger stabilization payment.
