On agenda item 9a, Councilor Dowdy asked how the minimum assessed‑value threshold for fee waivers is applied; the code‑enforcement representative (speaker 8) explained there are two $5,000 thresholds—one for small structures (e.g., sheds) where the $60 application fee would be the only fee, and a separate $5,000 threshold for demolition permits. The council voted unanimously to pass the amendment on first reading.
