A developer representative, Cody Ralphs, asked the council to include language in an upcoming development agreement allowing a bonded alternative when asphalt is unavailable due to seasonal plant closures. Cody said the purpose would be to allow construction to proceed while deferring final paving and occupancy until asphalt can be placed.
