City staff says feasibility study will explore special‑district options for business development

Commissioners asked Sept. 10 about a recent article describing a business development plan and possible special districts. A commissioner noted the HR&A plan was presented to council in June and is available on the city’s website; staff said the proposed budget includes funds to continue work with the consultant and that the city expects outreach and possible listening sessions before any formal action.
