Kevin Riali, representing the applicant, explained the application is motivated by economic and regulatory changes along U.S. 19 and by modern stormwater and floodplain requirements that make replicating the existing development impractical. He said the proposed change would allow a use (self-storage) better suited to a corridor that is transitioning toward limited-access and service-road configurations.
