Animal services reported shelter operations at roughly 130% capacity, outlined increased call volumes, expansion of TNVR and foster programs, and presented a 1–5 year capital plan (HVAC, kennel gates, fencing, surgical equipment) for board consideration during upcoming budget work sessions.

Alan Harris, director of emergency management and animal services, briefed the board on shelter operations and partnerships. Harris described volunteer programs, a new dog enrichment program, spay/neuter and forensic veterinary work, and a TNVR (trap‑neuter‑vaccinate‑return) program that reduced feral cat populations. He said the shelter is operating at about 130% capacity and identified deferred capital needs including surgical equipment (estimated in the low six figures for replacements or upgrades), new kennel gates, roofing/building envelope work and replacement of fencing.
