Public works staff told commissioners that many small sewer districts have aging infrastructure and limited reserve balances, leaving them unable to fund required repairs such as new pumps or wet‑well rebuilds. Curtis flagged one small district (District 12) as needing a wet‑well and pump replacement and said districts with fewer connections are particularly vulnerable.
