Committee hears 'humane pet shop' proposal, defers ordinance two weeks for clarifications

Commissioner Long Spears presented a draft ordinance to prohibit retail sale of dogs, cats and rabbits in DeKalb County pet stores and invited Bridal Lefkowitz of Humane World for Animals's Stop Puppy Mills campaign to present. Lefkowitz described the "puppy mill to pet shop pipeline" as "a mess and a nightmare for everyone involved" and said the ordinance is intentionally narrow to allow adoption events and work with local rescues while blocking the primary retail outlet for commercial breeders.
