Town Manager asks council to update procurement code, including $35,000 emergency authority
Mar 26, 2026
Manager Suzanne Harvey proposed updating the procurement code to remove RFP requirements for small projects (currently > $10,000), require three quotes instead, and grant the Town Manager authority to approve emergency expenditures up to $35,000; council directed staff to bring an ordinance back.
The full story
Town Manager Suzanne Harvey told the Council the procurement code "has not been updated in years" and noted that formerly-large thresholds no longer reflect current costs. Harvey said, "It currently requires that any projects over $10,000.00 have to go through the RFP process" and suggested that smaller projects should require three written quotes rather than a full RFP. She also proposed that the Town Manager be able to approve emergency expenditures up to $35,000.00; Town Attorney Thomas Benavidez agreed with the approach.
