Commissioners reviewed a proposed reorganization that would move development functions out of the consolidated engineer budget and recreate a dedicated development-engineer department (department 590). Corinna introduced the item and the court asked staff for a concise briefing; Mary Ellen displayed a red-column breakout showing which operating costs would shift and explained the rationale for assigning costs by vehicle percentage and activity.
