DCA Warren explains why HR recommendations differed from Independent Police Review after 2020 cases

Deputy City Attorney Warren explained to the Committee of the Whole that Independent Police Review (IPR) completed its investigations and reports on incidents from 2020 and that those reports were reviewed by human resources. Warren said HR provided recommendations to the mayor, who ultimately made the decisions in the cases that are part of the record.

"IPR did their investigation. They completed reports. They then handed that off to me for review. I then reviewed all of their recommendations and reports, and then I provided a follow‑up recommendation to the mayor," Warren said, describing HR's role in the review process. Warren said five cases were part of the record discussed at the meeting, of which two were sustained and three were not; in one or two instances HR's recommendations differed from IPR's findings.

When asked whether assertions from rapid response team members about insufficient training were inconsistent with HR's findings, Warren said he would need to review the specific pieces and offered to follow up. He clarified that when he referenced "corrective action" he was referring to process changes and not formal discipline.
