City staff, plan‑commission members and consultants reviewed a consolidated draft of a downtown form‑based code (new F‑1 district) intended to streamline zoning rules, set parking minimums with a fee‑in‑lieu option, and apply to city‑owned parcels first; the planning commission approved the draft unanimously and staff will return with an adoption ordinance.

City staff and consultants walked council through a consolidated draft of a downtown form‑based code intended to create a new F‑1 zoning district for the 100‑acre downtown planning footprint. Matt Goble, a consultant on the project, described the code as a visual, user‑friendly zoning tool that organizes site development standards, street types and building envelopes. "The form based code is really a zoning tool. It's a visual guide that'll take developers through the application process," Goble said.
