The City Council unanimously concurred with the Lake Agassiz Water Authority's recommendation to pursue further due diligence on "option 3," which would align ownership of the Red River Valley Water Supply Project with the State of North Dakota because the state is funding most capital costs. Staff said the recommendation reflects that the state provided about 75% of the capital appropriation and that clearer alignment of decision‑making and risk with the principal funder could streamline governance.
