Council adopts six-month moratorium on major data centers to allow code update

After a public hearing, the council approved a six-month moratorium (Ordinance 211326) to give staff time to draft land-use regulations for major data center projects; staff said the pause is preparatory, not a ban, and exempted existing vested projects.

Community Development Director Tom Glover told the council the moratorium would pause receipt and processing of project permit applications for major data center projects while staff and the planning commission craft code amendments. "This would not be a proposal to ban them. It would simply be to how we wanna manage the applications where we receive them," Glover said.
