Humboldt County staff said the county’s Comprehensive Community Treatment (CCT) program will continue as the local Full Service Partnership model, but new evidence-based practice requirements and state staffing estimates exceed local capacity and may require small-county exemptions.

Oliver Gonzalez explained that Humboldt County’s Full Service Partnership (FSP) program operates locally as the Comprehensive Community Treatment (CCT) program and represents the highest-intensity BHSA services for people with severe behavioral health needs. He said the county is adapting its current CCT model to BHSA requirements and noted the program is intended to serve people at risk of homelessness, hospitalization or justice involvement.
