Planning staff presented applicant 10350, a request to rezone a 0.25‑acre parcel from R‑3 to PDR to allow construction of two duplex structures. Staff identified the developer as Stanley Phillips, described the lot as undeveloped and partially grass covered, and gave setbacks (front 30, rear 15, sides 10) and an eight‑space parking area in the northern portion of the lot; access will be from the alley.
