Jason McCoy, a county preventionist, told the Clay County Board of Commissioners that a five‑year, Minnesota‑funded grant reached measurable declines in youth substance use at DGF schools: "In 2019, at DGF schools, our vaping rates were 24 percent. We are now at 5 percent," he said, attributing the change to student leadership and community work.
