Planning staff presented concurrent requests (CPA26‑02 and RZ26‑04) to change the comprehensive‑plan designation of a 6.5‑acre parcel near Bisbee Junction from Developing (Category C) to Rural (Category D) and to rezone the site to an RU‑4 district to permit an owner‑builder single‑family dwelling using alternative building methods.
