Council asked staff to produce three clear definitions—small-scale, large-scale and hyperscale—for inclusion in the ordinance and to bring back engineering guidance on megawatt and square‑foot thresholds. Staff said common practice splits centers by electrical design capacity and square footage and recommended the city use thresholds (for discussion) such as under 10 MW for small, 10–40 MW for large, and 40+ MW for hyperscale, with corresponding square‑foot ranges.
