Muskogee County entered a personnel services agreement with Premier USA, Inc. on Aug. 26, 2026 to provide supplemental temporary employees for county operations. The contract names Premier as an independent contractor and incorporates a separate Service Agreement that specifies rates and pre-screening requirements.
