The council approved on second reading an ordinance to authorize a $35,000,000 Section 108 loan guarantee program intended to support economic development activities. The measure had been the subject of prior staff presentations and public testimony; on Sept. 9 the council called the roll and the ordinance passed with 12 ayes.
