Planning staff asked the council to approve a variance to allow placement of two dumpster locations without the standard UDO‑required enclosure because underground utility lines and necessary fire access prevent compliant enclosure placement five feet from the rear property line. Staff recommended approval with two conditions: (1) dumpsters be in substantial conformity with the proposed relocation site plan dated 07/21/2026, and (2) the dumpsters must be located behind the building and not visible from the public right‑of‑way at any time.
