Council approves housing-element code updates required by state law
Council voted to adopt a set of zoning and General Plan amendments to implement Anaheim's certified 6th-cycle housing element, including SB 4 provisions for qualifying affordable housing on religious property, a replacement-housing program under SB 330, updates to group-home standards and revisions to emergency shelter regulations (AB 139/2339). The measure passed 6–0 with one recorded absence.

Planning Director Heather Allen told the council the proposals are part of the city's housing element implementation program and are needed to remain in compliance with state housing law. She described five related amendments that staff said were drafted to meet deadlines associated with the certified housing element.
