Council approved the consent calendar on a 5–0 roll-call vote after Councilmember Bailey requested that the ROPS payment schedule be pulled for a staff presentation. Finance staff explained the ROPS process for successor-agency obligations and said Hercules’ ROPS 26/27 requests $10,100,000 in obligations from relevant property tax funds: approximately $7.9 million for bond debt service, $1.9 million for payments due to third parties under pre-dissolution agreements, and $250,000 for an administrative cost allowance.
