Guadalupe County approved task orders with Broadus & Associates to serve as owner's representative on the Emergency Operations Center (EOC)/warehouse ARPA projects and approved a $7,120 change order for UES to add materials testing after contractors identified additional required inspections. County staff and commissioners stressed the importance of third‑party testing and construction oversight to protect the county's federal ARPA funding and to reduce downstream warranty and liability risk.
