The commission voted to approve two contracts with Brad Johnson of Ground Rules Inc. to provide professional services on permitting assistance, UDO amendments and advisory work related to incoming projects such as power plants, solar and battery storage. Staff said the arrangement would be primarily hourly work at a reduced rate; Penny said the county has permit‑fee revenue to cover some of the costs.
