Board cuts values, removes outbuildings for multiple Foltz parcels

Richard Foltz appeared in person and described poor interior and exterior conditions on several parcels, including swampy or hollow land and long-term vacancy on a former apartment property. The board removed or downgraded outbuildings, adjusted depreciation codes and grade adjustments, and changed residuals (for example, converting some land to WOODS), producing reduced building and overall values across multiple PIDs.
