Council asked to approve RFP for Southwest Quadrant area plan after builder interest

Senior planner Paul Amby told council a home builder has expressed interest in developing a portion of the Greenway District South area and staff recommends issuing an RFP for a consultant to prepare an area plan so the town can set expectations for connectivity, road alignments and preferred land uses rather than responding piecemeal to rezoning requests.

"...the area that we're looking at for a potential, focus area plan is outlined in blue down in the southwest quadrant of the, town," Amby said, noting White Lake Creek and a planned freeway trail extension run through the area. Staff emphasized the area is largely undeveloped, owned by only a few landowners, and that a coordinated plan could define roads (the concept shows a possible Estill Road relocation) and building standards so future development aligns with town goals.

Council raised concerns about promises previously made to residents — specifically avoiding high‑density housing north of a certain line near Gibbs Park — and asked staff to memorialize protections for neighborhoods if the plan proceeds. Staff said there is money in this year's and next year's long‑range planning budgets and that an area plan would likely take 6–12 months to complete. The proposal will return as an RFP authorization request and subsequent consultant selection.
