Cody Hoeven, acting executive director of the Community Choice Energy Alliance, told Arlington's Energy Committee that community choice aggregation (CCA) is a "community-driven tool" that lets municipalities aggregate electricity procurement and offer customers greener power choices while maintaining consumer protections. "CCA, by contrast, while a huge lift in some ways, was a kind of a flip-of-the-switch way to implement a significant amount of emission reductions," he said.
