City council approved an emergency appropriation of $2,528,123 to the Raleigh Place Sewer Capital Improvement Project and also changed the funding source of $4,400,000 from cash to future revenue bonds for the same project. City staff described the project as ready to proceed; the council adopted the emergency action by a recorded vote of 9–0.
