The council approved PP26‑0016, a conditional‑use request to reopen a former daycare building on a church campus as Unica Early Learning Center. Planning staff said the application seeks authorization for up to 75 children (65 infants through 5‑year‑olds plus ten aftercare spots), operating Monday–Thursday 6 a.m.–6 p.m. and Friday 6 a.m.–4 p.m., with 15 staff. Lisa Zalk of Planning, Zoning and Economic Development summarized the DCF capacity certification and recommended approval as consistent with the land‑use plan.
