Raleigh County counsel updated commissioners on a draft Fairground Complex memorandum of understanding, saying it currently contemplates private funding and limited county site-work support and does not obligate county tax funds.

Jacob Anson, representing county administrative staff, told commissioners the Fairground Complex memorandum of understanding is in a preliminary form that does not commit county tax revenue and is primarily intended to document interest in a private partnership.
