Jason Martinez told the board he holds a valid burn permit but that the Stage 1 countywide burn restriction prevents him from burning weeds on his property. Martinez said the high-risk conditions were localized to Beulah and that other parts of the county lack the vegetation that prompted the restriction; he asked the board to consider easing the ban for permit holders so residents can manage weeds and animal access.
