Staff presents draft comprehensive‑plan amendments, asks commissioners for focused feedback

City planning staff presented a work draft of technical amendments to Duvall’s comprehensive plan (future land use map, land use element, housing element, transportation and economic development) and explained how an updated land‑capacity analysis informed changes.

Staff said the revisions are intended to bring the plan into compliance with state requirements and to demonstrate that the city can meet employment and housing capacity targets without relying on growth outside city boundaries. The draft incorporates elements of the 2023 Housing Action Plan and documents public engagement, staff said, and it includes exhibits and an addendum to the land‑capacity analysis that show how the city can meet growth targets.

Commissioners asked clarifying questions about the distinction between the future land‑use map (a high‑level 20‑year vision) and zoning (the implementation layer), and requested plain‑language materials to help the public understand changes. Staff proposed a focused follow‑up meeting on future‑land‑use basics and said it would send slide PDFs and a consolidated list of outstanding homework items and deadlines. Commissioners were asked to return comments by Sept. 18.

Staff stressed the project’s constrained timeline: some changes are being made now to comply with state and county deadlines and to respond to an appeal that had slowed previous work; if those appeals had not occurred, staff said, the implementation would have followed a more typical, staggered schedule. The commission did not take formal action on the draft; the item will return for additional review.
