Jim Anderson, Fremont County treasurer, told commissioners a concentrated set of users — the sheriff’s office, Frontier Ambulance and the City of Lander — provide about 90% of the dispatch fund’s user fees, and that Frontier’s contract has frozen that provider’s fee at $234,500 for the life of the contract. Anderson said the mismatch between negotiated contract amounts and annually recalculated user-fee allocations resulted in significant write-offs and outstanding receivables, including about $39,000 tied to AMR’s contract termination.
