At the end of the meeting committee members turned to process improvements, urging clearer mission language for the RAP program and a calendar shift so grant decisions don't fall precariously close to event dates in May. One member suggested either moving the advisory committee meeting earlier in the year or extending allowable use windows so organizations applying late in a season can still execute projects without last‑minute uncertainty.
