Planning staff proposed and the planning commission recommended an amendment to Moab Municipal Code 17.08.060 to clarify exception pathways for sidewalk, curb and gutter requirements. The ordinance adds a new tier allowing a total exception without a fee-in-lieu in narrowly defined circumstances (for example where the street is not improved) and changes the approval authority for exceptions that meet objective criteria from council to the city manager. Staff said the change reduces administrative burden and accelerates development review when criteria are clear and objective.
