City staff presented an ordinance to add Willits Municipal Code Title 17, chapter 17.89 to create a regulatory framework for "entertainment zones," areas where brick-and-mortar businesses could serve alcohol during permitted city events. Planner Connor Stack told the council the action before them was a first-reading introduction that establishes the legal framework; actual zone boundaries, signage and event management plans would come later by resolution and administrative application.
